According to a report by The Indian Express Gen. (retd) VP Malik army chief, who led the Kargil operation has said that it was because of the instructions by the then Prime Minister of India Atal Bihari Vajpayee, the Indian Army refrained from crossing over to Pakistan Occupied Kashmir (PoK) in 1999.

The army was ready to cross the LoC to retaliate the Pakistani incursion, but was stopped by Vajpayee and they were very unhappy with the decision, said Malik.

“On June 2, PM Vajpayee told the Army not to cross the border. The then national security adviser Brajesh Mishra had said in an interview that the Army was told ‘not to cross the border today, but we don’t know about tomorrow’,” he was quoted saying in the report.
